THE ANALYSIS
UKG's workforce strategy from 2020 to 2026 reflects a pronounced shift from initial pandemic-induced caution to aggressive operational streamlining and cost optimization. Following an indefinite hiring freeze initiated in March 2020 due to COVID-19 uncertainty, the company embarked on significant workforce reductions and strategic reallocations. October 2023 saw the elimination of the entire 500-person Uruguay division, driven by a strategy to shift labor to more cost-effective regions and address lost accounts, concurrently implementing an engineering hiring freeze after identifying over-hiring in India. This sustained focus on efficiency continued into 2026, marked by a series of substantial workforce adjustments. January 2026 recorded 209 layoffs, which are currently under WARN Act investigation for insufficient notice, followed by an additional 300 reductions in February attributed to HR software restructuring operations. Further layoffs were observed in March 2026, stemming from a WARN notice issued earlier in the year, underscoring a persistent trend of strategic contraction and operational recalibration across the organization.
